With the permission of the author of the Bulletin this site was developed as a searchable database to enable persons to find articles by title or by word search and is displayed in chronological order.

What is the LOSS PREVENTION MANAGEMENT BULLETIN?
The Bulletin has been funded by AH&LEF since 1998 and prepared monthly by Raymond Ellis, Director of the Loss Prevention Management Institute, an affiliate of hospitalitylawyer.com. The Bulletin is available in electronic format. If you wish to be added to the email list, please send your current email address to www.hospitalitylawyer.com/joinnewsletter.asp. There is no cost for the service. The only request is that the person has a professional interest and involvement in the field of loss prevention management in the lodging industry.
The BULLETIN is not copyrighted to permit its full distribution to all interested parties. However, each time it is printed it is required that the source of the material be cited and a disclaimer be added.

What is the American Hotel & Lodging Educational Foundation?
The American Hotel & Lodging Educational Foundation (AH&LEF) is the not-for-profit, charitable-giving, and fundraising affiliate of the American Hotel & Lodging Association. Created by a group of forward thinking hoteliers in 1953, the Foundation initially focused on providing management scholarships to a small group of promising hospitality students. Over the past half-century, the vision has expanded and the Foundation has taken on a much greater mandate: ensuring a strong and viable future for the entire lodging industry.
Since its inception, the Foundation has distributed more than $11 million to better the future of the lodging industry. Last year, almost $1 million was awarded through all of its scholarship, educational outreach, and research programs. Specifically, more than $475,000 was disbursed through scholarship and educational outreach programs to more than 350 students and hospitality professionals. Since 1995, more than $2.2 million has been used to fund research to benefit the industry in areas such as room tax, energy, and technology. The Foundation has funded this Loss Prevention Management Bulletin as part of its research program since 1998.

What is the Loss
Prevention Management Institute?
The Loss Prevention Management Institute (LPMI) was developed at the Conrad N. Hilton College of Hotel and Restaurant Management in response to the growing need within the hospitality industry for addressing the matter of security and other related disciplines. The Institute provides a facility through which the many dimensions of loss prevention in the hospitality industry may be collected, studied, and published, when appropriate.
LPMI interprets loss prevention in a comprehensive way and includes the following disciplines: safety, fire protection, security; crisis management or disaster preparedness, mitigation and recovery; crisis communications management, insurance, and violence in the workplace. Since compliance with the many federal, state, county and municipal mandates have a critical impact on an organization's "bottom line," the LPMI also maintains a continuing review of the Occupational Safety and Health Act (OSHA), the Environmental Protection Administration (EPA) initiatives, and those requirements under the Americans with Disabilities Act (ADA) that directly affect hospitality enterprises.
Life safety and its focus on fire prevention and protection are significant in LPMI's involvement with fire protection in the hospitality industry. It is the further purpose of the LPMI to serve the hospitality industry in a meaningful way as individual enterprises move to maximize their position in the industry as a safe and secure facility.
- To create a greater awareness among students, faculty, alumni, and industry professionals of the role of loss prevention management in enhancing the "bottom line" of a corporation or enterprise.
- To move the hospitality industry in the direction of more effective programs for training employees in their roles in behalf of safety and security; and for the installation of safety, security and fire protection systems that will provide maximum protection for the guest, the employee and the general public.
- To sensitize the hospitality industry to the necessity of preventing those situations, or incidents that might lead to litigation, through seminars, special studies and printed reports and related materials.

Who is Raymond Ellis, editor of the BULLETIN?
In June, 1955 Ray Ellis became involved with the hospitality Industry as a "pro bono" safety, security and fire protection consultant and paid author of a bulletin service for the then, American Hotel Association.
During the 60's he became directly involved with hotel organizations and served as Administrator of the Hotel Safety Group for the New York City and New York State Associations. This involved a workers' compensation program under the New York State Insurance Fund.
From 1967 to 1977, he also administered the Howard Johnson Motor Lodge Safety Group covering all insurance: property, casualty, liability and workers compensation. The additional insurance was also available in New York City and New York State with the total insurance program as offered to the Howard Johnson organization also available in New Jersey and Massachusetts.
He joined the staff of the American Hotel & Motel Association where for 17 years he served as Director of Risk Management and Operations, Secretary and Project Director of the Hospitality, Lodging and Travel Research Foundation, Executive Vice President and Secretary of the AH&MA General Agency and Secretary of the Hotel Association Group Trust. During these years he continued the bulletin service. Upon retirement in July 1994, Ray joined the faculty at the University of Houston's Conrad N. Hilton College of Hotel and Restaurant Management in the aforementioned roles of professor and director of the LPMI. In 2008, Ray retired from his faculty position but still continues to prepare the monthly bulletin position but still continues to prepare the monthly bulletin through the Loss Prevention Institute which is now affiliated with hospitalitylawyer.com.
He has a Ph.B. and MBA in labor and personnel from the University of Chicago, a graduate certificate in personnel psychology from Ohio State University, and a graduate certificate in Organization Management from Syracuse University.
Ray Ellis has certifications from the Educational Institute as CHE, certified hospitality educator; CHTP, certified hospitality technology professional; and CLSD, certified lodging security director.
He authored "Security and Loss Prevention Management" for the Educational Institute in 1986 and revised the book in 1999. He also authored: "OSHA, A Guide to Occupational and Health Standards Compliance for the Lodging Industry" in 1997.
Ray has received numerous awards including the Distinguished Service to Safety Award from the National Safety Council's Industrial Division in October 1986. He was named to the Hospitality Financial and Technology Professionals Hall of Fame in 1989 and received the Lamp of Knowledge Award for Outstanding Educator from the Educational Institute of the American Hotel & Lodging Association. In 2000 he received the American Society of Industrial Security President's Award. In September 2001 he was named an Honorary Life Member of the National Safety Council. In May, 2002, Ray received the Dean's Award for Excellence in Teaching 2001/2002 Academic Year.
In 2004, he was elected Director Emeritus, Lodging Section Executive Committee, National Fire Protection Association . In 2004, Ray received an etched crystal piece "in appreciation" from the Council On Practices and Standards, American Society of Safety Engineers.
In 1997, after several years of not serving as author of the bulletin service, he re-assumed the role with financial support of the American Hotel & Lodging Association, the Hotel Group Insurance Trust and the Loss Prevention Management Institute.

How is the database organized?
The database consists of two parts, a title index and a complete copy of all bulletins published.
The database of all bulletins was prepared using the text on the Web site maintained by the University of Houston.
Once copied, slight modifications in format were made to better fit the new format envisioned for this database.
The title index was created from the database of all bulletins and serves as a valuable index to review both the
scope of the all bulletin database as well as find subject matter by title.
Both databases are organized in chronological order. Both are searchable by key words. Any text may be copied and used to further
the goals of the BULLETIN service, to provide a timely and frequent communication on the important issues of loss prevention management in the lodging industry.
